Healthcare Coalition and Incident Management Coordination Structure (Tiers 1–6)

At Tier 1, an individual Healthcare Organization (HCO A) manages an event using its Emergency Management Program (EMP) and Emergency Operations Plan (EOP) through incident command.
At Tier 2, multiple healthcare organizations (HCO A, HCO B, HCO C) and non-healthcare providers form a healthcare coalition that supports information sharing, cooperative planning, and mutual aid. An arrow connects Tier 1 HCO A to the coalition level.
At Tier 3, the coalition coordinates with Jurisdiction I (public health/emergency management/public safety) and can request medical support resources. Jurisdiction II is also shown at this level.
At Tier 4, multiple jurisdictions coordinate through State A, representing state-level response and management coordination among intrastate jurisdictions.
At Tier 5, State A and State B coordinate through interstate regional management coordination and mutual support.
At Tier 6, the federal response provides regional and national support to states and local jurisdictions.
