Center for Industrial Base Management and Supply Chain

ASPR's Center for Industrial Base Management and Supply Chain (IBMSC) works through public-private partnerships to create diverse, agile public health supply chains and sustain long-term U.S. manufacturing capabilities. IBMSC invests in medical product industrial base capacities that ASPR can use to respond to future public health emergencies. IBMSC coordinates medical industrial base supply chain resiliency efforts across ASPR, federal partners, academia, and the private sector to operationalize solutions and practices for response and recovery operations.

Promote multi-functional capabilities, including advanced manufacturing and supply chain optimization.

Establish innovative domestic industrial base programs and partnerships across the medical countermeasure ecosystem.

Sustain critical medical countermeasures and public health supply advancement and capacity while prioritizing long-term, viable, adaptable domestic industrial base infrastructure.

Securing First U.S. Source of Critical Influenza Drug Component

IBMSC invested $15 million in domestic production of Shikimic Acid, which is needed to produce Tamiflu. Prior to this investment, Shikimic Acid was sourced entirely from China. With this investment, we are promoting reliable access to critical flu treatments while creating jobs in the U.S.

New state-of-the-art manufacturing ecosystem will manufacture drugs in several critical therapeutic classes, including cardiovascular, pain and sedation, and respiratory. This U.S.-based facility will take 15 drugs completely through the pharmaceutical manufacturing lifecycle, from development to production.

Operation Saline Shield

In the wake of September 2024’s Hurricane Helene, storm damage to one of the nation’s largest intravenous (IV) fluid manufacturing facilities posed a major threat to hospital and clinic operations across the United States. To prevent a healthcare crisis, IBMSC launched Operation Saline Shield, a coordinated federal response to stabilize the national IV fluid supply.
