Transitional Management Meeting

The cycle begins with a **Transitional Management Meeting**, where the transition from reactive response to an incident management structure is established and control and operational period objectives are defined. From there, a **Planning Meeting** develops strategy, tactics, and assignments needed to accomplish objectives.

The Planning Meeting leads to **Incident Action Plan (IAP) preparation and approval**, marking the beginning of the operational period. The approved IAP is presented during an **Operations Briefing**, where operational leaders are briefed on the plan.

The operational period is then carried out through **Execute IAP and Initiate Planning for the Next Operational Period**. Progress is monitored in **Assess Progress Using Measures of Effectiveness**, which feeds into a **Management Meeting** where incident objectives are evaluated and revised.

The Management Meeting serves as the starting point for subsequent incident planning cycles and connects back to the Planning Meeting, continuing the cycle.

At the center of the diagram is **Information Processing and Supportive Plans Development**, which provides information and planning support to both the Management Meeting and the Planning Meeting through dashed arrows.
