Strategic National Stockpile

The Strategic National Stockpile (SNS) stands ready to protect the public’s health. This massive federal reserve holds critical medical supplies for public health emergencies across the nation. But having supplies isn't enough. Stockpile experts train state, local, tribal and territorial partners to use these resources effectively, teaching them how to quickly receive and distribute medicines and equipment to those who need them most.

By providing hands-on training and expert guidance, the SNS supports emergency response and readiness by helping communities enhance their preparedness plans. When emergencies unfold, every minute matters. The SNS ensures America's medical responders have both the supplies and skills they need to save lives.

Training


The SNS offers a range of training programs (including online, in-person, and on-site courses) to equip partners with the knowledge to receive, distribute and dispense medical countermeasures (MCM) effectively during public health emergencies. Below are some examples of SNS-sponsored training courses.

  • In-Person Training

    Through a partnership with the Federal Emergency Management Agency’s (FEMA) Center for Domestic Preparedness, the SNS offers instructor-led training for public health planners and emergency managers. These courses provide practical skills and hands-on experience to strengthen MCM readiness.
     

  • On-Site Training

    Jurisdictions may request in-person SNS training in their communities. Trainers work with SNS preparedness advisors and local officials to set dates and locations. Courses can be tailored for specific audiences or training needs.

    Online Training

The SNS offers online training through the TRAIN Learning Network, a national platform for public health professionals. The catalog includes courses on distributing and dispensing MCMs during public health emergencies, stockpile management, response coordination, and other preparedness topics. These courses give officials current guidance and skills to enhance response plans and close gaps in preparedness. Exercise Support

Exercising MCM response plans is critical to building resilient communities during health emergencies. Regular drills help jurisdictions prepare, identify gaps, and reinforce coordination across agencies. Key benefits include:

  • Improved preparedness: Exercises validate the ability to receive, distribute, dispense, and administer MCMs from the SNS.

  • Identify gaps: Simulations reveal weaknesses such as logistical challenges, communication breakdowns, or resource shortages, allowing fixes before a real emergency.

  • Stronger coordination: Exercises promote collaboration among government agencies, health care providers, and community partners. It clarifies roles and ensures smoother responses during a crisis.

  • Testing communications: Drills confirm whether systems connecting health officials, emergency responders, and the public work as intended and highlight areas for improvement.

  • Building trust: Public confidence grows when people see agencies practicing and preparing to protect communities.

The SNS staff follow Homeland Security Exercise and Evaluation Program (HSEEP) guidelines and provide technical support to help partners design and conduct exercises. Staff can also participate in state or local exercises as controllers or players.
